Abstract

This Research work seek to determine the relevance of small-scale industries using Anambra East Local Government Area as a study. The objective of this study is to establish how the role of Government can promote small-scale industries in Nigeria and also the role of small-scale industries, how it can play in curbing unemployment problem, thus providing and engaging the Nigerian youth in meaningful profit oriented activities which create employment opportunities not only for themselves but others by contributing to the socio-economic growth and development of the nation through the help or assistance of the government. The instrument used in gathering data is the questionnaire method. Two hundred (200) were randomly sampled and administered with questionnaire out of the population of two hundred and thirty-four thousand, nine hundred and fifty-seven (234,957). Data collection was presented and analyzed using textual and tabular presentation and percentage. Findings of the study includ
    • Background to the Study

Large – scale manufacturing has been the main thrust of Nigeria’s development programme overtime. However, 16 is being widely acknowledged that Nigeria should be the centre piece for effective short and long run development of any nation, such as Niger. Both the federal and state government and the general public attest to the fact through their efforts towards the development of the country side of Nigeria.

In realization of this and pursuance of its attainment, the federal government created the Directorate for food, Roads and Rural Infrastructure, (DFRRI) which was established in the year 1986 by the former President of Nigeria, General Ibrahim Badamasi Babangida, to work in partnership with rural communities towards the provision of Amenities, such as rural roads, water bore – holes and production of more foods. In realization of the set goals, Anambra East Local Government adopted rural Development programme charged with the responsibilities of Development and co-coordinating activities in the state.

Anambra East Local Government is a local government Area in Anambra State. Towns that make up the local government are Aguleri, Enugwu Aguleri, Eziagulu otu Aguleri, Enugu out Aguleri, otuocha, umuoba Anam, Umuleri, Igbariam, Nando, and Nsugbe. Otuocha is a town east of the Niger river, and headquarter of the Anambra East local government Area.

The role of Government in promoting small – scale industry will stimulate rural development and achievement of meaningful level of broad economic and rural development, thereby reducing the independence of youth in government and it will create employment opportunities to the youth.

From the on-going, therefore, it is clear that the government and people of the country now attach much importance to rural development. It is therefore, the need to achieve integrated Nigeria vis-à-vis national development that prompted this study with the objective of establishment of small – scale industries in the rural areas can play in the regard.

  • Statement Of The Problem

Nigeria has had series of national development plans, but unfortunately, we are still in search of development strategy that will be in line with development plan. In recent past the national development plan laid emphasis on large scale manufacturing forms. It therefore becomes imperative that other strategies such as small – scale industries programs be given a fair trial in a bid to search for a “Messiah Strategy”. Thus the study aim at addressing the problems of searching for the best development plan by finding out and Analyzing the benefit of small – scale industries with view to determining their relevance in Nigeria and ultimately natural development since the study aim at doing this by identifying the specific contributions of the establishment can make especially in Nigeria.

  • Research Questions

To accomplish the objectives of the study, the following research questions will be addressed.

  1. What is small – scale industry and what types are needed in the rural areas?
  2. What are the specific contributions of small – scale industries’ can make in the rural development?
  3. Should small – scale industries be the basis (take off point) to rural development?

1.4 Purpose of the Study

The main purpose of this research work is to investigate the impact of government in promoting small – scale industries in Nigeria. Other objectives include:

  1. To determine the overall impact of small – scale industries in the development of Anambra East Local Government.
  2. To assess the contribution of small – scale and its relevance in natural development.
  3. To understand how government has been useful in the development of Anambra East local Government through the establishment of small – scale industries.

1.5 Significance of the Study

The significance of the study pervades all state of the society. It will clear picture of small – scale industries as a sure route to effective and sustained industrialization as the progenitors of large – scale enterprise.

Thus, the government and individuals will appreciate the obvious need to encourage and set up small – scale industries in the rural areas and act in that as a result of their establishment may employ unemployed people. Consequently, more goods and services will be produced. Besides, economic planners will find it useful and thus include small – scale industries in planning for the development and growth of the economy.

  1. 6 Scope of the Study

The scope of the study is to investigate the contributions of small – scale industries in relation to effective Nigeria using Anambra East Local Government.

1.7 Limitations of the Study

Due to financial and time constraints that posed a huge hindrance to the research, therefore, the study will be limited to Anambra East Local Government. Thus, these limitations manifest themselves in the form of upward fluctuation of transportation fares cost of stationeries. It is view of the above limitations that the study has narrowed down to cover only the role of government in promoting small-scale industries can play in the rural development. Consequently, such as problem of establishing small – scale industries and management aspect of it will not cover by this study.

  • Operationalization/Definition of Terms

In a study of nature some terms/words are often used technically. Such terms/words are defined here in order to bring out their meaning in the study.

  1. Development: Availability of Amenities such as good roads, electricity, good drinking water, existence of efficient transport system and marketing facilities leading to overall well being of citizens.
  2. Government: Is a group that exercises sovereign authority over a nation, state, society or others. It also set and administers public policy and exercises executive, political and sovereign power through customs, institutions and law within a state.
  3. Small – Scale Industry: Is a business that allows individuals to profit from their passions.
  4. Data: Information procured from the questionnaire distributed and filled out by the respondents.
    • Organization of the Study

The study will be contained in five (5) chapters. Chapter one will be the introduction part of the work which will also contain statement of the research problem, research question and purpose, the study scope the limitation encountered in the course of the work. Chapter two (2) will review related literatures in the study context, this will enable the researcher to know what that has been done by other writers as regards to the study. This same chapter will also present the theoretical framework and historical background of the case study. Chapter three (3) will contain the methodology for the work; survey design will be adopted so as to enable the researcher to generalize the result of the finding. Taro yamane sampling techniques will be adopted for selecting the sample size from the population while structured questionnaires will be used as instrument for data collection. Chapter four (4) will contain the presentation and analysis of the data collected with the questionnaires and finally, chapter five (5) will contain the conclusion, summary and some pragmatic recommendations made by the researcher.
