In the present policy context of globalization and development, most of the alternative efforts of fighting poverty and economic growth are focused at he community rather than global level. “think global, act local”. This means acting at the community level and fostering economic, social and cultural growth.
Community refers to people that dwell in a particular area (Geographical area), locality, society etc often times, the community provides little or no leisure often times employment. Nwobi (2007) viwed community development as the process by which the efforts of the people themselves are united with those of he governmental authorities to improve the economic, social and cultural conditions of communities so as to integrate there national life. Omofonmwan and Odia (2009) reiterated that community development entails the provision of infrastructural facilities to the people.
The provision of these social amenities can be attained through a number of organizations which includes the government community development associations, non-governmental organizations.
Umebali (2006), averred that community development has an economic growth component a modernization and human development component, and socioeconomic transformation durable social and economic benefits. Community development provides an alternative to traditional recreation programming it focuses on a process of involving citizens in decision making and result in changes in their lives and in the local community (Hatchison and Nopgradi 2006).
Nigeria is predominantly a rural economy. If development is to take place and become self sustaining , it must therefore, emphasis more on rural transformation.
The core problems of widespread poverty, growing in inequality, rapid population growth and rising unemployment all find their origins in the stagnation and two often retrogression of economic life in rural areas. Furthermore, most of the rural people are poor and disadvantaged. Their sufferings stem not only from low income but also from illiteracy, ill healthy, ignorance and various kinds of deprivations. It is universally acknowledged that rural areas are very important to a nation they serve as the base for the production of food and fiber.
They are also the major sources of capital formation for a country and a principal market for domestic manufactures. In general terms, the rural areas engage in primary activities that from the foundation of any economic development yet, despite the importance of the rural areas, they have been neglected for long. Usually, there is absence of infrastructures like (water, electricity supply and motorable roads) which improve quality of life indeed, the ongoing neglect of rural areas continues to widen the gap between the rural and urban areas regarding the levels of social and economic opportunities, physical development and available infrastructural services.
Development planners have recognized the fact that the upliftment of the rural economy, vis-à-vis the rural poor and backward masses is a precondition for the overall development of the country.
Successive development plans of the country therefore, emphasized on rural economic development but in the implementation of the planned objectives the success was rather limited due to some constraints at the top of which was the lack of participation of the stakeholders the rural dwellers, who harldy had any influence and control over development initiatives.
Most of the nations appear backward and not developing as a result of diverse social and economic problem they face. Unless developed counties of Africa and Asia problem readily identified as constitution serious threat to development would be among other things include poverty, hunger, disease, lack of access to medicine, low life expectancy, poor health facility, inadequate housing, lack of access to medicine, low life expectancy, poor health facility, lack of access to drinking water etc all this necessitated the intervention of the NGO sine the government cant provide the various needs of the people. The rural development have been greatly hindered by the attention being giving to the urban areas at the detriment of the rural ones helps to compound the whole issue.
Hence, the need to carryout this work is order to find out how the NGO’s can help in providing the much need infrastructures.
