What this means that for development can be developed by using his initiative to transform hiss environment in order to take out a living and be self sufficient among others. The government on its own cannot solely shoulder responsibilities of the government of the entire nations. It therefore becomes imperative that effective development strategies should be planned/ geared towards the active participation of the citizens to enable them benefit from the government efforts. For a realistic development to be sustained in the Rural there must exist active collaboration between the governments, non-governmental agencies/organization.
